Inhibiting read-only

I'd like to make the eww buffers read-only, but leave text input fields
editable.  (And then do processing of the alterations with
`insert-behind-hooks' or `after-change-functions'.)

That doesn't seem to be possible?  Would it be possible to add a
`inhibit-read-only' text property?
