OK, ELPA is open for business again. It has moved to:

   git://bzr.sv.gnu.org/emacs/elpa

for anonymous read-only access, and

   git+ssh://bzr.sv.gnu.org/srv/git/emacs/elpa

for read/write access.

The metadata currently includes the merge history for ack, coffee-mode,
company, eldoc-eval, f90-interface-browser, ggtags, ioccur, js2-mode
and websocket.

So bringing in fresh changes from an external Git branch should be as
simple as

   git merge -s subtree coffee-mode/master

I should have some cron job doing such merges automatically, but it's
not ready yet.
