git.savannah.gnu.org/emacs.git

which is a read-only mirror of the bzr repo, and is what you get if you
click on the "Source Code" "Use Git" link on

http://savannah.gnu.org/projects/emacs/

and also

git.savannah.gnu.org/emacs

which is a real repo with the elpa branch, that cannot be discovered
from http://savannah.gnu.org/projects/emacs/ AFAICS?

That's a bit confusing...
