This is not correct. You only need git.cmd in the PATH and, IIRC, that
is avoidable too if you use git from Emacs interfaces (VC and/or Magit).

As a curiosity, I'll mention that MSYSGit git.exe doesn't depend on
MSYS.dll (it is a "native" Windows executable.) It would be interesting
to know which functionality is missing if you remove the stuff that
depends on MSYS.dll from MSYSGit package.
