People write them, obviously. Somehow, many people seem more careful
when writing the ChangeLog than doing the same in the commit log
buffer or the commit command in the command line.

Also, many ChangeLog entries are fixed or reworded afterwards (and I'm
not talking about obvious typos and whitespace, but duplicates,
factual errors, etc.). You can not fix a commit log message.
