All it really does for Bzr (in non-Launchpad use) is add:

fixes bug: http://debbugs.gnu.org/123

to the log output; and eg loggerhead formats this nicely as a hyperlink,
see eg http://bzr.savannah.gnu.org/lh/emacs/trunk/revision/115903 .
