BTW, if I configure using:
--with-x-toolkit=lucid --without-toolkit-scroll-bars
then
M-x horizontal-scroll-bar-mode
still says "Horizontal-Scroll-Bar mode enabled" with no error, but no
scroll bar appears. I suppose this is consistent with the NEWS entry,
but is there any chance of making it work --without-toolkit-scroll-bars?
If not, it seems like M-x horizontal-scroll-bar-mode should give an error.
PS congrats and kudos for implementing a very long-standing TODO item! :)
