That's not an Emacs problem.  This is a general problem with Texinfo:
it doesn't support such installation.  It's a long-standing missing
feature, so please take it up with the Texinfo developers, so that
perhaps in some not-so-distant future we might have a reliable
solution for it.

Yes, this kludge is well known, but it doesn't work very well, as I'm
sure you know.

Again, this is a Texinfo problem.  Once Texinfo comes up with a
solution that the stand-alone Info reader implements, I'm sure Emacs
will follow suit in no time.
