That is a very good description of my personal needs. I even understand
the physics of what's wrong (with me) but I can't speak to how many
other people may or may not have this issue. So I can't say if we are
solving a bigger problem or just making a big deal about my weird
problem.

I've set up Emacs to work for me and I'd like to be able to say to Eww:
"please leave my background and foreground choices alone for text that
wouldn't otherwise be decorated in any way"

The shr-inhibit-coloration patch does exactly that, but I understand
that there is some discussion as to how classify this type of change.

As Wolfgang pointed out, font-lock isn't it since I still want
font-locking.
