No, same difference.  In many cases, a change is installed without
explaining why.  On this point I definitely agree with David.

I don't think it' due to the ChangeLog format per-se, but it's indeed
easy to write a ChangeLog comment which just paraphrases the diff
without really providing the explanation for the change.
