You've elided your original text, to which I responded:

"Things LIKE formatting of references", IOW not _just_ those
references.

If you meant _only_ those references, we are in violent agreement.

But other small details like that do need to be mentioned, if we want
to standardize and codify the process, and have it documented.

They don't have to read all of the stuff, only what they need at any
given moment.
