Well, I've seen org-mode attract users to emacs who otherwise wouldn't
have used emacs (the same way auc-tex attracted LaTeX users to emacs
back in the late 80-ies, early 90-ies).

(Personally I don't see the big need for replacing Texinfo, but if there
is, I think that in an emacs setting, org has an advantage over the
other formats mentioned)
