URLs are also URIs (and IRIs). That is the are identifiers.

There is nothing at all to prevent a web browser seeing
http://gnu.org/info/emacs/node but resolving to
/usr/share/info/emacs/node.

In fact most browsers do this, with their web cache. It's just a lazily
instantiated locally-installed manual.
