What do you think it means to say a web service is free or not?
We have no definition for that.  We don't use that terminology.

Our definition of "free" makes sense for _works_, not for services.

Services raise totally different issues.

Therefore, I urge people NOT to call any service "free" or
"proprietary".  It causes confusion.
