Yes, that's possible, both via styling (CSS) and DOM manipulation.  Not
only that, but the recent work on HTML standardization actively
encourages such implementations.  Of course, this requires a browser
that actually implements these things correctly or the use of a library
that can make the implementation holes and bugs in non-conforming
browsers disappear to some extent.
