Problem solved by reading soap-client's Issue Tracker: it's a bug in
the latest version of soap-client. Using the version bundled with
Emacs (which I didn't know existed) makes all of this work.
The one time it worked for me I probably didn't load the development
version of soap-client, so Emacs used the bundled one.
