FWIW, both are true, depending on what we mean by "Emacs": GNU ELPA
packages are not part of the Emacs package we distribute as a tarball,
but they are part of the Emacs project (covered by the same copyright
assignments, use the same write access rights, tho the repository is
split into two).

Also, I hope the Emacs-25 tarball will include some GNU ELPA packages,
so GNU ELPA packages will be even more "part of Emacs".
