I relied on that part of standards.texi as well, when I discussed this display issue with you a few weeks ago. However, this discussion is leading me to see that I was mistaken. The standards.texi document is talking about diagnostics, whereas this issue is about display, and they're different things. If one is editing a random text file that contains curved quotes, it's not a diagnostic, it's data.
So I think RMS's suggestion is the right one, and that we should change Emacs to display ` (not ') for undisplayable left single quotation mark. I'll prepare a patch along those lines assuming there's no objection.
