It certainly was, but other key GNU projects have switched to quoting 'like this' in ASCII English text files, and Emacs should do something similar. Several of Emacs's plain-text ASCII documents already do it that way, and at some point we should convert the remainder so that Emacs is consistent with itself and with other GNU projects.
