No: in the elpa.git source, yes, in the .emacs.d/elpa/<pkg> dir, yes,
but not in the "package archive" (the http server) where it's a single
file (either a .el or a .tar file).

AFAIK this discussion is only about the format used for the "single .el
files" in the package archive.
