The Emacs maintainers should never ask contributors to use any of
those things. What they personally use is a different issue.
It is very desirable for the main Emacs maintainer to use GNU/Linux,
since that is the principal target platform for GNU Emacs.
However, a person who uses some other system can still be a good
comaintainer.
