If moving debbugs to Emacs today will increase our bug fix rate, then let's do

How would it increase that?

I've used the debbugs package many times, and still I have no idea how to list, say, all bugs that block 25.1.

debbugs makes some operations a tiny bit more convenient, but the users can still use the web interface search.

But longer term, I'd like ELPA to be a nicer experience so that no such
invisible barrier exists.

Shouldn't the bug tracker be a nicer experience? I think ELPA is leaps and bounds ahead for its purposes already.
