Hmm.. I removed the Emacs tree and recreated from scratch, then retried the build.. Now it fails on another loaddefs, org-loaddefs.el. I have seen the same failure a week ago or so and just retrying worked...
I wonder if this could be related to the "make -j3" (two core) or some other thing in MSYS2..
Let's see what happen with another try.. Angelo
