There is one feature, add-change-log-entry has while vc-next-command has
not:
In the case of lisp files: a reference to the function or variable, you
created or modified as in

* gnus-init.el (gnus-user-format-function-G):
Is inserted in the ChangeLog file.
In the case of latex files the section and or equation are taken.
I wish vc-next-command had such a functionality (either for git or hg at least).
