One can easily generate such a ChangeLog before a release, with a 
coreutils-like approach. Just type "make gen-ChangeLog".

In a larger sense you're right, though. I typically don't look at 
ChangeLogs. and as I understand it you don't either. As time goes on I 
expect more developers will gravitate to the new system where if you 
want to look at the change logs you run 'git log' or type 'C-x v l' or 
whatever floats your boat. I wouldn't be surprised if most developers 
are there already.
