I'm not sure what the practical way to move forward is in this discussion. If
someone trying Emacs doesn't intuitively know what the arrow keys will do --
such that they need them to be explained in a tutorial -- I doubt this is why
they will not go further with Emacs.

Meanwhile, there will be people who want to "get into Emacs", and to do so,
knowing that n/p is a part of an overall "movement gestalt" is important to
establish from the beginning.

Without seeing concrete proposals for changes to be made to the tutorial, I
don't see that there is much more to add.
