fossil allows commit message editing. It works by adding a new
commit-editing commit, e.g:
https://www.fossil-scm.org/index.html/info/d1438b400b85dfe8 had its
comment changed by
https://www.fossil-scm.org/index.html/info/680b5619ff723562
