Yes, exactly.

Keyboard arrows, Numpad arrows, PgUp/PgDn, Home/End, hjkl, jikl, wasd - 
all have some kind of physical symmetry.

There are even extreme cases like Truly Ergonomic Keyboard where block 
of arrows is fully symmetrical to block of PgUp PgDn Home End:

I guess such symmetry is key to ergonomics.
