A quick look at git://git.code.sf.net/p/matlab-emacs/src suggests that you 
don't have a matlab-pkg.el. See 
https://www.gnu.org/software/emacs/manual/html_node/elisp/Multi_002dfile-Packages.html
 for more info on that.
