For Emacs, just remove all that stuff, it's unnecessary.

I have no idea how XEmacs works wrt this, so no comment here.

Once again, the funny stuff is only for XEmacs, so I think you are
asking in the wrong place.  The Emacs branch of this is clear, and
doesn't need any encoding-related tricks.
