You need an account on savannah, join the emacs group
(https://savannah.gnu.org/projects/emacs/), then a project admin can
give you write access to the repository.
As far as I can see, you already have done all of that.
I think you also need to add an SSH public key from the web interface to
be able to connect to git via SSH.
