We don't have ChangeLogs anymore.  So I'm not sure what is this about,
please clarify.

Everyone can comment on patches now, but almost no one does.  How can
we be sure this arrangement will work?  It could be a tremendous
impediment to development if everyone must wait for comments that
never come.
