Gitlab is software to manage collaboration against a Git repository.
It's similar to the functionality offered by Github and BitBucket, but
is free (as pointed out earlier in the thread) and can be self-hosted
(community edition).

Gitlab.com/gitlab.org host an instance of the Gitlab software and are
not going to be used.

We believe Gitlab Community Edition is OK in this regard and would like
to do a trial run of using it to submit and review patches to Emacs
(pull requests). Later it may also be considered as the bug/issue
tracker but pull requests are the primary need.
