Although there's no official standard as far as I know, in common practice the corner brackets correspond to single quotes whereas the white corner brackets correspond to double quotes. See, for example:
https://www.tofugu.com/japanese/japanese-punctuation/Perhaps I should mention that electric-quote is about single vs double quotation, not primary vs secondary quotation. People type `` and '' to get primary (double) quotes in American English, and type ` and ' to get primary (single) quotes in UK English. I'd expect Japanese to be like UK English in this respect.
