I think what I'm wishing for is a function 
`buffer-file-verbatim-correspondence-p' (better names welcome).  Iff the 
function returns non-nil, then we can do the early-out check.

Is there anything in Emacs already that encapsulates the knowledge such a 
function would need, or is this what the consultants like to call a "green 
field opportunity"?
