It can cut both ways, of course. It may well be that packages not in
ELPA feel second class, because they are not "real" packages.
I think the next step is to canvas opinion from other people. I know for
myself as a package developer which I would prefer, but that's me. As
we're discussing org a lot here, probably that would be a good place to
start.
