Packages carry also other files, like *.texi. Your proposal does not
handle this. And copying them to doc/misc, as one would expect, breaks
your philosophy to have them all-in-one-subdirectory-below-lisp/.

The current elpa approach does not handle this problem either, but
that's another problem.
