Building current emacs master with the current 64-bit MinGW-W64
toolchain from MSYS2 (gcc 6.2), on Windows 10, I get:
dumped_data_commit: memory exhausted
Increasing DUMPED_HEAP_SIZE from 20 to 21 in w32heap.c
lets the build succeed.

(Same symptom reported, and the resolution in that case was to
increase DUMPED_HEAP_SIZE from 18 to 19.)
