[ELPA package suggestion] go-up

Hi!

Thanks for developing and maintaining Emacs.

go-up is a function which acts context dependent.  It's essence is to go
up in the hierarchy which is given by the context.  I think the actions
are quite natural and I use the functionality a lot.

Feel free to add the code as ELPA-package.
