Try asking the MELPA developers about including that paragraph (or a
modified version) somewhere near the instructions for publishing
packages to MELPA.

To add, instead of emailing emacs-devel, we can ask them to email address@hidden directly. 

The instructions can look something like this:

In order to contribute to Emacs (or GNU Elpa, Org-mode, etc), it is required to assign your copyright to FSF. 

You need to send an email to address@hidden asking that you'd like to assign your copyrights to FSF.

Here's a sample of an email that one can send:
