That's a wise approach.  It can't hurt to invite the
not-actual-contributors to sign -- but there is no need to wait until
they do.

However, I was talking about a point that is slightly broader.
The point is that we can cope with more than 4 nonsigners,
if their contributions are not crucial.

That is important if there are more people we cannot contact.
