You offered to make text-quoting-style customizable, and we agreed and asked
for a patch. The patch you came up with did more than this, changing other
aspects of text-quoting-style. This isn't what was asked for.

First, let's make text-quoting-style customizable, as this can definitely make
it into 26.1. *Then*, we can start a discussion on whether to change it
further, as you've proposed. Whether this will happen in 26.1 is another
question, but at least we'll get the customization point out of the way.
