We could add another C-level feature similar to narrowing,
specifically for the sake of multiple major modes, if that helps
implement them cleanly.

Multiple major modes is important enough to justify such a thing.

The reason I see that an additional C-level feature MIGHT help is that
we could arrange at C level for it to interact in just the right way
with ALL uses of the existing narrowing feature.
