Judging from personal experience, I would guess the main users of its
interactivity are those working on or debugging packages following an
emacs -Q, which in some work sessions can happen multiple times (until
they cop on and try to automate this, that is :).

Apart from backward compatibility and M-x p-ini RET being slightly
faster than M-: M-( p-ini RET in these cases, I don't think there is
much else to be said for it.
