He just means that he didn't find it necessary to provide a ~/.<foo>
alternative to the ~/.emacs,.d/early-init.el file.

FWIW I completely agree that it doesn't seem to be worthwhile to add
support for an alternate ~/.<foo> name: it would only make sense to do
that in order to provide backward compatibility with a preexisting such
~/.<foo>, but in this case there's no such preexisting file.
