Not entirely, remember, one can first do the repository
package, then

  $ apt-get -qq source PACK

If you only use the repos version, and don't really care about
compiling Emacs (but you do care about the C of Emacs) -
I mean, I'm glad we have all kinds, so then yes they can use
that command to get the source corresponding to their
repository install.
