(Please don't use emacs-diffs for discussions.) The first time, you need to "touch ChangeLog" at the top-level of the repo. Sounds like you will also need to remove any (non-versioned) ChangeLogs that you've accumulated in subdirectories. Ref eg http://lists.gnu.org/archive/html/emacs-devel/2015-04/msg00484.html
