    Correct documentation of selection-coding-system

    * doc/lispref/frames.texi (Window System Selections): Don't
    assert that selection-coding-system functions everywhere or that
    its default value is always utf-16le-dos.
    (Drag and Drop): Fix a typo.

+Under MS-DOS and MS-Windows, it is the coding system by which all
