[Fat-fingered it and sent it prematurely - sorry about that]

This was supposed to say that yes, indeed, the table environment sets
\normalsize explicitly, through this sequence of macro calls.

scripttab.sty:
--8<---------------cut here---------------start------------->8---
\makeatletter
\def address@hidden {%
        address@hidden
        \scriptsize
        address@hidden
}
\makeatother
--8<---------------cut here---------------end--------------->8---

scripttab.org:
--8<---------------cut here---------------start------------->8---
#+LaTeX_HEADER: \usepackage{scripttab}

* foo

What's this?

#+tblname: foo
#+CAPTION: foo
| table | here |
|-------+------|
| table | here |

What's this?

--8<---------------cut here---------------end--------------->8---

I think this works OK.
