I've found Zotero -> Org -> ODT a more rewarding route, but Zotero's
indifference to citekeys makes it difficult to adapt that to existing
documents with bibtex cites.

I would say:
Minimal expectation: error-free export
Maximal expectation: LaTeX-like reference ;-)
Realistic expectation: literal export (e.g. \cite{xxx}) as in the
ascii export
